Oil Can be Found at Very Deep Levels

This site is one of the United States Geological Survey and mentions that oil wells have been drilled to 15 kilometers or
9.32 miles or 49,212 feet.  Is oil found at that depth created as a result of dead plants and animals?  Would this be
consistent of where plates meet and dive under each other?
