Jim wants people to choose their offspring

To Jim, the neighbor to the North, the question was when were the majority of human couples
going to choose their offspring?  He subscribed to Consumer Reports which many liberal folks
did.  But he was far more radical than "most liberal folks".  Why would anyone buy a car
without first checking for reliability and longevity with their Consumer Report?  He didn't know.  
But further than that, he insisted that people should choose their offspring by first checking
the qualities of each gene.  "We choose our stoves, refrigerators and microwave ovens by
their ratings but most people choose their children by random."  

His main theme was what he called "Intelligent Design".  He would say, "Why not design
children in an intelligent way?"
